The Thirteenth reign was anything, but unlucky in spite of it's number! The city that chose two dynamic people to serve as the leaders of the Court and a new energy, was evident during the entire reign of Emperor and Empress XIII, Chuck Bates and Chenelle Austin.

During the Thirteenth Reign, Emperor XIII and Empress XIII made a very attractive couple and because they were constantly together, they were often referred to as the Barbie & Ken of ICRME, in fun. These two individuals had no problem with the loving nick-name and, on occasion, went out of their way to make sure no one would forget their camp title. This reign was also much respected in that the Thirteenth Empress has been the only monarch in the history of the Court to wear the State Crown at another courts coronation. Emperor Thirteen, Chuck, is also the 3rd ICRME Emperor to be selected for the International Court of Emperors. The Mayor of Denver, Frederico Pena, attended Chuck and Chenelle's stepping down, along with the other candidates who, at that time, were vying for the office of Mayor.

Chuck and Chenelle were both consistent throughout their year with their themes for their major functions. All three of their functions were held at the Downtown Radisson. The PR Ball had the theme of Land of Make Believe. The Snow Ball theme was An Evening at the Crystal Palace, while the King of Hearts Ball was called Beneath the Crystal Palace.

The Thirteenth Reign was another blessed with an industrious Imperial Family. For the Empress, there was her Princes Royale, Roxie LaMont; Queen Mother, Pearl DeVere; Grand Duchess, Ashley Novak; Czarina, Morgana; and Marquessa, Lucy LaRue. The Emperor was helped by his Prince Royale, Vince Kline; King Father, Ron Heath; Grand Duke, Jerry Harrel; Czar, Reggie Grove; and Marquis, Myron. Both monarchs presented permanent titles at the close of their reign. Once again, the permanent titles were awarded to outstanding Court Members during this reign, as well as being recognized for work done during earlier reigns. Emperor Chuck, presented Reggie Grove as the Imperial Prince of Hearts for Life. Empress Chenelle made Brandi Roberts Grand Dame to all Empresses for Life.

The Downtown Radisson was the scene of a Journey to the Land of Enchantment on April 11, 1987, closing out this lovely year of beauty and energy. Maintaining the grace and dignity which was their signature, the Thirteeth Reign welcomed the new reign, Fourteen.
